• Propose approach, plan, facilitate and monitor process,
• Design and facilitate stakeholder participation,
• Guide local CDS and Municipal Management Task Forces’ activities,
• Facilitate activities of national consultants, train local consultant
• Organise surveys and analyse data collected,
• Provide international experience,
• Work with city leaders on adapting CDS results
• Lobby provincial and central government to accept CDS
• Write reports
