Main project features: A scoping of past initiatives, policies and programs for urban upgrading in Viet Nam including urban physical infrastructure, housing, and sanitation conditions, with a special focus on the National Urban Upgrading Strategy of 2008. Based on the review and drawing on lessons learned, the consultant should recommend potential entry points and options for government consideration to develop a feasible national program
